Kindly refer to the brochure provided on AKTU's website. If it is last round, there will be cutting of money as per there refund policy. I suggest you to read there guidelines at least once.

You should immediately contact with good private institutions. So that you can get admission there through private quota.

It may be late answering to you. But yes, you are eligible for fee waiver. It may be a private college like AKGEC, KIET, etc.

I think yes, you can get into various engineering colleges under AKTU. There some colleges which are not able to fill all seats and so I think you have very good chances of getting CS but not in a good ranked college.
