At 2970 GN rank, you can easily get a government college in your desired branch but I'll prefer you to check once your OBC rank as this can't be possible that your OBC rank is 8930.

Academic qualification is 12th mar-sheet for 12th class student and 10th certificate or 10th marksheet. Upload above document as in below 200 kb PDF file. If you choose fee waiver option then you upload income certificate other wise no use of it. Option fee waiver uses carefully because lot of student use this option and they have no income certificate.

I don't know for which college you are asking about but I am sure that most of the best colleges will not allow you to sit in the college for 46% in the Science stream.

It is not a good rank for a good government college, but you can get fee waiver seats in good private colleges and also in Rajkiya Colleges. Do your choice filling very carefully.
