Yes, but the university will eventually check your 12th percentage also when making a decision. You can check this website, it mentions the college names and scholarship amount for specific SAT scores. Please browse through the website given:

GRE is also accepted by business schools abroad and is not limited to GMAT. So, you can apply with GRE. But, with this score I don't think good universities will be found.
Below mentioned are some average universities:
1. Alabama University.
2. Colorado University.
3. Pace University.
4. Wake Forest, etc.

Can you mentioned your educational background and your interest? No course will guarantee a job. You must be skilled, academically strong and qualified to get a job abroad.

US may have many reputed universities, but I would suggest Germany. Germany is a mecca for this sector. German universities require high intellect students, if you have distinction throughout, then you should try for Germany. Post study work options are also better.

Admission in a community college is easier than a university. You must take the TOEFL or IELTS and of course complete class 12th. But since you have a green card you need not submit TOEFL scores. Apart from these, you must show the financial proof. As a green card holder, you will be eligible for in-state tuition fee which can be around 75% cheaper. You should check the college websites for more information on admission requirements. There are many colleges where all green card holders will be considered as international students for admission purposes, only the fee will be less perhaps. As mention, visit the college websites
