It is extremely difficult to receive 100% scholarship. However, for your MS programs there are various assistantship programs that the university can consider to give you partial scholarship. You must have good academic and GRE scores and a strong letter of recommendation and statement of purpose in order to request scholarship / assistantship.

The countries you have mentioned above are good, but you need to choose a country where you can get placement after completing your studies.
I would suggest you take Canada as an option as the courses are globally reorganized and if you take any 2 year course in Canada, you would get a work permit for 2-3 years after completing your course and even when you will studying, you can take any part time job to support yourself.

Students from engineering backgrounds, mathematics, computer science, economics, etc. can pursue MS financial engineering. You must, however check the individual university websites before you apply as the entry requirements can differ.
1. University of California - Los Angeles.
2. University of Illinois at Urbana-Champaign.

It depends of the course, the college/university and the location, I would request you to kindly give me specifics to provide information.
Are you going for an Undergraduate program or for a Masters program - it will help me give you better answer. By the way, programs in the US may cost anywhere 15000 USD and above - not including living cost.
