Yes, you have fair chances of getting admission in Jalpaiguri govt. engineering college as you have an advantage of having ST category.
Your ST quota will help you to get that college.

Yes, you can opt for it but I don't think you would be getting a top branch in that college but surely you can get biomedical branch or of same type which is less opted by students but if this is required then you can go for it.

Yes, you will definitely get good marks and rank if your concepts are clear and solve previous year question papers before WBJEE test.
There is no special prep. for WBJEE, if you are a JEE aspirant.
All you need is, some good practice of previous year question papers along with thorough read of your notes which you might have prepared for other entrance exams.
PS- Rank plays a vital role here and qualifying is not a big deal.
Speed with accuracy is the key.

There is no special preparation for WBJEE if you are an JEE aspirant.
All you need is, some good practice of previous year question papers along with thorough read of your notes which you might have prepared for other entrance exam.
So, you should prepare with JEE textbooks of Arihant publications.
PS- Rank plays a vital role here whereas qualifying is not a big deal.
Speed with accuracy is the key.
