Yes, you can get admission to AIIMS Bhubaneswar for B.Sc with 60% marks in class 12th. If you passed your 12th class with the subjects Biology, Physics, Chemistry and English with more than 50% marks in each subject and overall more than 60% marks then you are eligible.
