You won't get seat in JNTUH with 28000 rank as it is very high and it doesn't meet the eligibility criteria. So try for another college. All the best.

Your sister needs to submit the NATA scorecard along with 12th scorecard to Andhra Pradesh Counseling Authority for the counseling process, who will in turn give you a rank card, based on which counseling process will be held and colleges
