It will matter as to how your interview with the panelist goes and how you can explain the low percentage scenario to the interviewer.

It's not required that institute's names must be present in December MAT 2017. People can apply through the forms which will become available in the last week of December (most probably).

There was no such cutoff, it was 60-40 based,40 for academics and other extra-curricular stuff and job experience and 60 for your GD-PI process.
