Consider providing Digital Mark sheets, Degrees, Certificate online: Delhi HC to DU
Delhi High Court asks Delhi University to consider providing digital mark sheets, certificates and other important documents to the students.
The Delhi High Court has asked Univerity of Delhi to consider issuing mark sheets, certificates and other important documents to the student online or digitally. The court has also asked the varsity to create a special interface to provide all documents through an online or digital signature. The High Court further stated that there is no reason as to why University of Delhi can not provide digital mark sheets and other documents. It also said that there is no reason why the varsity should not be adopting advanced technology to ensure that students are not inconvenienced.
While hearing the case, Justice Pratibha M Singh, expressed her unhappiness over students moving to the court to get their degrees and said, “Students ought not to be forced to approach courts for issuance of their mark-sheets, transcripts, degree-certificates etc., which ought to be issued in the natural course within a reasonable time.” She was hearing a plea by five MBBS graduates from Lady Harding Medical College who were seeking their certificates two years after graduation in 2018. The judge said that since the colleges and universities across the country are under lockdown there is minimal physical contact between the students and administration. There is no reason that DU must not adopt technically advanced methods to ensure convenience to students. She insisted that DU should take a pragmatic approach to this issue.
“Representation is stated to have been made by 25 students to the Dean of Examinations of DU but there has been no response,” said Justice Singh. “Most institutions have made alternative arrangements during the lockdown period for issuance of digital certificates, digital mark-sheets and digital transcripts online, along with the digital signatures and security features,” she added.
Justice Singh advised DU to consider the option of opening a special cell that would entertain the requests of the students on email for digital certificates and mark sheets etc.
