The Maharashtra Chief Minister, Devendra Fadnavis, announced that the institute will be located at Dadasaheb Phalke Chitranagari (Film City) in Goregaon, Mumbai. This location was chosen for its historical significance as the epicenter of India’s film industry.

In a major step towards boosting India’s presence in the global entertainment and creative technologies sector, the Central Government has approved the establishment of India's first dedicated institute for Animation, Visual Effects, Gaming, Comics, and Extended Reality (AVGC-XR). The Indian Institute of Creative Technologies (IICT) will be set up in Mumbai, the heart of India's entertainment industry, with a generous funding of INR 391.15 crore. The institution is expected to significantly enhance India’s talent pool in the rapidly growing AVGC-XR sector.

IICT: A National Centre of Excellence

The IICT will serve as a National Centre of Excellence, akin to prestigious institutions like the Indian Institutes of Technology (IITs), but with a focus on the AVGC-XR sector. This initiative is set to cater to the needs of India's animation, visual effects, gaming, comics, and extended reality industries. Information and Broadcasting Minister Ashwini Vaishnaw emphasized that this institute would be instrumental in creating a robust talent pipeline for these rapidly evolving fields.

Boosting India’s Global AVGC-XR Footprint

India is already home to over 4,000 studios, with more than 100 studios contributing high-quality AVGC-XR content to international markets. These studios are producing content for both Bollywood and Hollywood, making India a key player in the global entertainment industry. The IICT aims to tap into this vast potential by nurturing talent and driving innovation in the creative technology landscape.

Hub for Education, Innovation, and Industry Collaboration

During an interaction with foreign envoys as part of the World Audio Visual and Entertainment Summit (WAVES), to be held in Mumbai from May 1-4, Fadnavis further emphasized the importance of this initiative in the context of global outreach efforts for India’s entertainment industry.

Structure and Partnerships: A Collaborative Effort

The IICT has been incorporated as a Section 8 Company under the Companies Act, with leading industry bodies like the Federation of Indian Chambers of Commerce & Industry (FICCI) and the Confederation of Indian Industry (CII) holding a 52% share in the venture. The Central Government holds 34% and the Maharashtra Government owns 14%. This collaborative structure ensures a strong partnership between industry, government, and academia, with a shared vision for advancing India’s position in the global creative technologies market.

Focus on Indian Cultural Heritage and Intellectual Property

The IICT’s core focus will be on leveraging Indian cultural heritage to develop intellectual property in the new-age creative sectors. The institute will provide a platform for innovation and education, fostering the creation of original content while preserving India’s rich cultural traditions.

This vision aligns with the broader objective of integrating education, industry skilling, development, and innovation within the AVGC-XR ecosystem. As the institute establishes its presence in Mumbai, it will serve as a central hub, with plans to expand to regional centres across the country in the future.
