MSDE, Google Cloud and CCSU Sign MoU to Establish India’s First AI-Enabled University
MSDE has signed an MoU with Google Cloud and CCSU to establish India’s first AI-enabled university to create a national framework for AI integration in higher education.
Ministry of Skill Development and Entrepreneurship (MSDE) has signed a Memorandum of Understanding (MoU) with Google Cloud and Chaudhary Charan Singh University (CCSU), Meerut, to establish India’s first AI-enabled university.
The collaboration was announced on January 28, 2026, during Google’s AI for Learning Forum held in Delhi. CCSU will serve as the pilot institution for developing a national framework to integrate artificial intelligence into higher education and vocational training systems.
Under the agreement, CCSU will work with Google Cloud to deploy AI-driven solutions aimed at improving academic delivery, administrative efficiency and skill development. The university will use enterprise-level AI tools to automate workflows, assist faculty and staff, and support student learning through personalised AI tutors and skill-gap analysis. Placecom will act as the implementation partner for technical deployment and operational integration across the university.
The initiative is aligned with the government’s Viksit Bharat 2047 vision and seeks to address access gaps in higher education arising from language, location and resource constraints. The project aims to extend the benefits of AI-led learning beyond urban and premier institutions to regional universities and colleges.
As part of the collaboration, faculty members will be supported in designing AI-first curricula, developing digital teaching content and creating multilingual learning aids tailored to students’ learning needs. Administrative reforms will also be introduced through intelligent automation to reduce manual workload and improve institutional efficiency.
Based on insights from the CCSU pilot, the MSDE plans to develop a National Best Practice Framework to guide the adoption of AI across India’s higher education ecosystem. The framework is expected to support more than 50,000 colleges and over 1,200 universities in implementing AI tools and self-certifying as AI-enabled institutions.
CCSU will also function as a Centre of Excellence, hosting knowledge-sharing sessions for institutions under the MSDE network to demonstrate scalable and responsible models for AI integration in higher education.
