UGC: Colleges cannot keep original certificates of students
UGC or University Grants Commission has warned colleges and universities against retaining original documents of students who have enrolled with the respective college or university. Apart from this, colleges/ universities have to refund the fee of students who withdraw within a month of securing admission in that respective college/ university.
As per UGC officials any educational institute that fails to follow this directive would be penalised and barred from receiving any assistance from UGC. Apart from this the deemed status and affiliation of defaulting higher educational institutes may also be withdrawn.
The University Grants Commission has asked all higher education institutes to mention on their official website about the:
- Status of the educational institution
- Affiliation of the institute
- Accreditation status
- Physical assets and amenities
- Course-wise sanctioned intake of students
- Various fee types for different programmes
- Total fees payable for an entire programme
- Last date of admission
- Details of faculty
- Members of the Governing Bodies and minutes of the meeting of bodies
- Sources of income
- Financial situation
Apart from the above mentioned pointers all higher educational institutes need to provide any other relevant information about the educational institutes’ functioning which may be necessary for an applicant while making a more informed admission choice.
Regarding the same HRD Minister Prakash Javadekar was quoted as saying, “No student will be required to submit any original academic and personal certificate like marksheet and school leaving certificate at the time of submission of the admission form. No institution can take any original certificate into their custody. They can only ask for self-attested copies of the documents". He further shared, "In case a student withdraws the admission 15 days before the notified last date of admission, he or she shall be entitled for a 100 percent refund. Some colleges which deduct a processing fee cannot deduct more than 5 per cent paid by the student, subject to a maximum of Rs 5000".
Rules for Refund of Fee
As per information shared by UGC, higher education institutes need to refund fee to students as per the below mentioned criteria in a scenario wherein a student withdraws admissions:

All higher education institutes need to refund fee within 15 days of receiving a written application by any student for withdrawal of admission.
