No, it will not impact your placements. You just need to be able to convince the employer with a valid reason for the gap. So, don't bother and focus on your MBA.

This would depend on your interest areas and career aspirations. In case you intend to pursue a career in Accounts/ research / academics/teaching area then M.Com is better. However, if you want to move into general management then MBA is better.

You cannot apply for M.Com with 49%. To apply for PG courses you should score more than 50% to apply for the entrance exam of M.Com, and for other PG courses too.

It depends on the college in which you are taking admission. Every college has different fee structure. Government colleges have less fees whereas private colleges charge high fee annually.
