Yes, there is no age restriction in IGNOU for choosing any course. To pursue Bachelors in commerce basic requirement is 10+2 from any recognized university. You can definitely apply here.

Both the degrees are of arts, be it B.A. Or B.Com. You will be studying about accounting in B.Com and in B.A. You will be studying about theory. There are several specialisations in B.A. Like B.A. English, history and economics. In B.Com you can go for B.Com CS B.Com general or B.Com honors.
