CS is a smaller version of CA. CS is a bit more easy. But pursuing CS along with arts course, I think you will have to devote all your time to studies. Since being in arts stream you barely have the knowledge of accounting and commerce.

As per my knowledge, the UGC norms do not allow a student to pursue two academic degrees in one single year. Even if one is regular and the other from distance. Moreover, it is advisable to focus on one course at a time.
