No, maths is only compulsory when you take admission in B.Com (Hons.) course otherwise for B.Com (Prog.), it is not compulsory.

Yes, many of the colleges keep minimum 50% as the eligibility criteria but you still have to contact the admission department to know whether they have kept any particular subject's marks higher than your marks as minimum requirement to be eligible for admission.

You need not to learn basics of commerce for MBA entrance.
Almost every MBA entrance exam's syllabus is as follows:-

Appear for May 2019 CA-Foundation Examination, one has to get himself registered with ICAI on or before 31st December, 2018. However, registration can be done only after the student has appeared for class 12th examination i.e. after giving their class 12th board exams.
