Hi Dandu,
Let me tell you the eligibility for MCA:
1) Any graduate who has passed or appearing in the final year degree examination in any discipline (Science, commerce, arts, Engineering is eligible to apply).
2) Candidates must have mathematics as a subject in their 10 + 2 course or any one year of graduation. BCA qualified candidate can also pursue MCA.

Rajdhani college is better as in terms of easy and all types of transportation and faculty is also upto the mark, teachers are strict, friendly & knowledgeable too. All the best.

B.Com from Delhi University is better than B.Com from Jammu University. Delhi University has its name and fame. This university doesn't need any introduction. Every body knows that what is the ranking of Delhi University. So, I suggest you go with Delhi University.
