The last date for CS Executive Registration for December 2018 was 28th Feb 2018 and for June 2018 was 31st August 2017. Since you have missed the dates, you can wait and apply next year. Do keep these dates in mind as the dates will be similar for next year as well.

Yes, you can do Chartered Accountancy course by 2 way if you have done B.Com as follow:
1. Go with the Foundation Route ( Foundation - Intermediate - Final) or
2. Go with the Intermediate Route (consider as Direct entry course in which you will be exempt from Foundation level)
but to go with Direct entry there is one conditions that your average percentage of all the three years of graduation should be at least 55% the you can get admission to do CA course.

You should undoubtedly go for the government job.
To elaborate my view, let's have a detailed analysis of private and government jobs-
1. Firsly, Government jobs are more secure as compared to private jobs. Since, when appointed by government you retire at an age of 58-65 depending upon the nature of work. Whereas, in case of private job, there is no job security. The ones hiring you are great in business. They will only pay you as long as you prove to be of some benefit to them. Eg- Let's say if a private company hires you for 70k, they will pay you 70k only when they feel the work done by you is benefitting them and is worth

NPGC entrance exam just held on 19th June 2018 from 11:00 AM to 12:30 PM. so, they will take time to release the date of entrance exam result.
