Foundation Programme-
The eligibility for the CS Foundation programme is that one should have cleared 10+2 or equivalent.
Executive Programme-
It can be pursued only after clearing the Foundation Programme or any graduation with any background or specialisation. The candidate should not be under the age of 17.

Yes, it is compulsory to have Maths in 12th and have passed in the subject to be eligible for the honours course. Maths isn't compulsory for the BCom programme. General category requires around a minimum of 97%.

I would suggest you to try some other colleges for instance
1) Goenka College.
2) St. Xavier's College, Kolkata.
3) Sri Shikshayatan College.
4) Shivnath Shastri College.
5) Heritage College etc.

B.Tech has higher value than B.Sc. But. As u say B.Tech has only better value if u finishes it from a better college. So in my viewpoint finish B.Sc. CS from S. R. M and then do a master degree. This will fetch u with good salary package. Good luck!

I think no, because last year the cut off touched 81%.
Also, every college offers different cut-offs for different courses.
