Different universities have different criteria. It would be useful for you, if you log into the university official website in which you are willing to apply. There are information given in their website regarding their eligibility criteria. Majority of the foreign colleges also have this query section, where you can write about your query and provide your e-mail ID. They would send you a mail and contact you. You can directly ask those questions about any sort of doubts. They are generally very helpful and they can give you the absolute correct information regarding their college's criteria.

Yes,
You can pursue CA after engineering. At first, you have to know that CA is considered to be the most difficult stream in commerce. It usually takes 5 years to complete the degree. However, students fail to pass it at one go. Hence the number of students passing CA is pretty low. Also, students who do not have a commerce base its much tougher for them. Finance and accounting is something which you need to learn first. You need to put in extreme amount of labor.

You may write both, CMA and MBA simultaneously. Both the exams do not clash with each other, and some of the subjects are also in common. But, do remember CMA is not as easy as MBA.

You can go for CLAT and still pursue CS as a part time course. Many students in my university do so. So, I think that won't be a problem.
