It depends on the university, other applicants, they will see how competitive you are with the rest, if you meet all criteria you can. You must also have a very good all-rounder profile, a strong personal statement and good LORs. Apply early, don't wait till the last date of the deadline, it will hamper your chances. And check the university website carefully for scholarship and financial aid options and requirements.
