There exist plenty of higher degree options for those who have completed their Masters degree in Commerce. Those who are interested to build up a strong career preferably in academic field can go with M. Phil or PhD in the area. MBA in Finance is another good option for these candidates. Anyway, the selection of the course should be on the basis of the skill and interest of the aspirant. The main higher education programs after M.Com are mentioned here
Master of Business Administration
Chartered Accountant
Chartered Financial Analyst
B. Ed
LLB
CS
M. Phil
PhD

If you score over and above 60% in graduation this won't be having so much of impact.
I'm not saying that it won't have an impact but yes if you score above 60 in graduation and performs good in govt exam, the effect of it would be neglected.
All the best.

If you got anything above 88% in 12th, then the most suitable one is University of Delhi.
Considering the girls quota i'm pretty much sure you will lend up in one of the best Du girls colleges.
All the best.
