It depends on your class 12th percentage. If you are a 99% holder then the best college for you is Sri Ram College of Commerce (SRCC), Delhi University, but with 80-90% you should appear in the examination of Banaras Hindu University (it is one of the top universities in India, ranked 7th in the list given by MHRD, Indian Government).

If you are looking for B.Com degree then it would be better that you complete your B.Com in India, then you can go abroad for higher studies. It is better not to go abroad at too early age.
