Yes you can. bcom F and A is offered by many reputed institutions in india. however since you did not have maths your options for admission will be limited and you may find the course difficult too. you can try private colleges if you are very keen on finance. places like DU will accept you only for bcom regular not honors or finance

Any college with the affiliation to a recognized university is good to pursue B.Com, in my personal view. It doesn't matter where you study but what matters is how you study.
If you are passionate and dedicated to your career, your will be not be less than someone from world's top institute. But, if you are not, then there will be no worth whether you study it from the world's top institute.

Delhi University is the best for B.Com. You should go through the website of DU.

I suggest CA as it needs some special talent and the increasing demand for CAs. Engineering was common now a days.
