Yes but only limited university and the eligibility criteria is that you have to pass aggregate 50% in Diploma (management/commerce/economics). .

Sorry bro but you can not join the B.Com course because you did not pass the 12th class but you can pass the 12th class form open learning and then you can apply for the UG course and please when you do 12th form open learning you should take the commerce stream or the Science stream for taking the B.Com course.

Mostly you the students get mail or message form the college but if you didn't get any information then you can contact to the college by their helpline number and if you don't get any information from their too then you should go to the college and tell them your problem i am sure that the will help you.
