Admission to government universities or institutes offering BSc Agriculture courses is generally based on the entrance exam process. You can either prepare for state-level entrance exams such as MHT CET, Rajasthan JET, CG PAT, etc., or you can opt for national-level exams like ICAR AIEEA or CUET. 

However, to get admission to a government college, you'll need to go through an entrance exam process, wait for the results and merit list, and then follow the basic admission procedure.

ICAR is not compulsory for B.Sc. Agriculture. You can join through private admission or through state entrance exam ( if there is any ) or entrance exam conducted by the concerned college. Almost all states in India have more than one State Agricultural Universities, which conduct their own entrance exam, and one can get admission there without appearing in ICAR-exam. Regards.
