The fees for MTech at NIT Andhra Pradesh is lesser than the tuition fees for MTech at NIT Rourkela. Yes, you are eligible in jadavpur university and you can apply for WBJEE to pursue BE in Chemical Engineer from Jadavpur University. Student from any state in India can apply for WBJEE. You just need a domicile certificate which claims reservations for government institutions. There is also an eligibility criteria where you have to pass class 12 with physics, chemistry and mathematics as these are the compulsory subjects.
