Considering the cut off you have decent chances to get seat in the CSE in the preferred institute. So you may consider seeking admission in this institute. Cut off is subjected to change it may increase or decrease depending on the total number of candidates applied, difficulty level of examination and total number of seats available etc.

However, based on previous years' cutoffs, it may be challenging to get admission to the top colleges in Hyderabad with a rank of 60000 in TS EAMCET. You may have a better chance of getting admission to mid-tier or lower-tier colleges in Hyderabad or other parts of Telangana. Regarding your special reservation, it depends on the typ

One must have completed graduation with B.Sc in any of the following- zoology, botany, chemistry, biology, genetics, biochemistry, biotechnology and microbiology. As you have done B.Sc in genetics, you need not to worry, you are already eligible for that. However, I am not sure about the percentage of graduation it requires. I think that probably it would be 55%.

Assuming you are from unreserved category, there is no chance of you getting an agriculture seat, as the cutoff ranges from 4000-5000 rank every year. If you have any category, then there might be a chance of you gettung the seat.
