In Tirupati, your best option for B.Sc. (Hons.) in Psychology is Sri Padmavathi Women's Degree & PG College, which offers a full time four year Honours course with around 30 seats and eligibility open to all streams. Other colleges like SVU offers BA in Psychology but not B.Sc. Honours.

To avail affordable B.Tech CSE in Andhra Pradesh and Telangana, some of the popular government colleges are Andhra University College of Engineering (Visakhapatnam), JNTUK University College of Engineering (Kakinada), Sri Venkateswara University College of Engineering (Tirupati) and University College of Engineering, Osmania University (Hyderabad). These are characterized by cheaper fees (usually say INR 1.78 Lakhs - 2 Lakhs in total in case of B.Tech) and good academic profile. In case of private ones that charge average rates and offer alright placements, consider such colleges as Velagapudi Ramakrishna Siddhartha Engineering College

Yes, completing your intermediate education through an open schooling system like Andhra Pradesh Open School Society (APOSS) makes you eligible for the Andhra Pradesh Law CET (LAWCET) exam and subsequent law studies, provided you meet the other eligibility criteria. Specifically, you need to have passed the 10+2 pattern Intermediate examination with the required percentage of marks for your category.

Open Schooling and Eligibility:

Open schooling qualifications, such as those from APOSS, are generally accepted for LAWCET if they are recognised by the relevant educational bodies (like the Board of Intermediate Education, AP).

In Andhra Pradesh, Tamil Nadu, and Karnataka, most engineering colleges admit student based on their performance in entrance exams like JEE Main and state-level entrance exams, rather than solely on intermediate 12th-grade marks however, some colleges offer direct admission based on 12th-grade marks through management quota or specific programs.
