Are you a fresher? I mean class 12th appearing student. If yes, I will suggest you to drop a year and compete again if you want to pursue engineering. If you are interested in any other field whatever it is, go for that.

No, the rank will not be given even if you pass class 12th. You need to give the exam again to achieve your desired rank.

The chances of a non local getting a seat are less, but you may even attempt TS EAMCET for better chances for getting into CBIT. You need to get a good rank to ensure a free seat.
