If you wish to apply for UG program, you must have cleared at least class 12th or higher secondary education from any recognized board and for PG, you should have a Bachelor's degree in the related or equivalent stream.
With a backlog in Diploma, I am not sure if the college will consider your application. I would suggest you to get in touch with the institute in which you wish to apply for better understanding.

Being a designer in India is an achievement in itself.
Graphic designers are required in so many industries like advertisement industry, print industry, web designing industry, etc. New designers must be aware of tools such as Photoshop, Gimp, Flash, Dreamweaver, Fireworks, Blend, etc.

If you can show evidence of your interest, knowledge in this field and explain the universities why you want to pursue this course you can be considered. Otherwise, check TAFE institutes for vocational/professional job oriented courses in Australia.Chances of admission in Canada is less.
