Yes, you can pursue any course from Delhi university by filling an application form uploaded by DU on its website for under graduation courses. The admission is fully based on your 12 marks checked against the cut off released by DU. For further information you can download the brochure of Delhi university and you can also check out the last year cut off for different course on Delhi university website.

Hi Jesika,
I guess, you are asking about the admission to second year from a different college to MSU? That is known to happens subject to the seats being available in the second year. This requires that SAL college be recognizes by ACPC, only then can the admission take place. Best of luck.
