Yes, you can pursue a Masters with ELICOS certificate if you do not want to retake IELTS after some good coaching, a lot of people opt for retaking this as the cost of ELICOS is much higher. In fact, I am processing a student for Masters with ELICOS in accounting.

You must prepare for and take the IELTS for the English language requirements. Submission of academic transcripts, personal statement, recommendation letters, application fee etc are also required. You have decent score which is sufficient to get admission in Australian college. In some universities, you can get scholarships provided by the universities. Also, you can get education load from any banks, if you have any property to pledge. Banks will provide loan of 85% of college fee remaining and rest you have to manage.
