I am sorry, IELTS band of 4.5 is too low. You need at least 6 band, preferably 6.5 bands minimum to pursue any course at decent university abroad. With your score, your visa will get rejected.

If you are not keen interested in computer languages, I don't recommend B.Tech in CSE because in today's world there is a huge crowd of students in CSE and in near future there will be very tough competition in IT field.

You should definitely go for:
1. TOEFL.

2. GMAT.

Australia and Canada are the best option as they are the emerging developed economies and they need professional in this field.

Job prospects are good for mechanical engineers, check the SOL list for details. Getting a job but will depend on how skilled you are and how academically qualified you are.
