From the academic side, it is only the English language test IELTS which you need to give and if i remember the score required may be overall 7.5 or 7 with no band less than 7 or 6.5. From the practising perspective i think you need to clear a licencing exam, so please check this out with the University you are applying to.

It would help if you could specify as to which course you intend to pursue as the choice of colleges/ Universities will depend on that. On the broader side in the US Universities of California, Texas, MIT, Harvard, in UK Universities of Sheffield, Coventry, Oxford, LSE, Bedfordshire and in Australia, Deakin, Universities of Wollongong, Melbourne, RMIT are some of the ones you can try.

Automobile engineering does have scope, however, suggest general Mechanical as it has better scope in Australia, if you are still keen on Automobile i suggest Germany if it is Masters you are talking about.

Both the tests have the same level of ease, IELTS is paper bases whereas PTE is not. The advantage with PTE is that you can get test dates easily and results also faster, so if you are under time constraint i advice PTE otherwise IELTS is also fine.

Melbourne as destination will not be cheap as both MIT and VIctoria hv fee in the range of 50-60k. Check here and decide
