Yes, of course. Master's Degree from Germany is valid in other national countries too. Germany is giving a proper competition to other national country like USA and UK. The degree is recognised at an international level by various countries like Australia, Canada, New Zealand, USA, UK, etc.

Typically, when you are applying for UG programs abroad, the university will consider you for a scholarship by default at the time of admission. In some case, you need to specify the same in your form. It's all given on the merit basis. Your profile seems good. You must now aim for a very high SAT score (above 1400) to get a chance for the scholarship. You should also note that a full scholarship is very difficult for international students, they hardly give full funding unless you have more than 95% or so in your academics and some brilliant extracurriculars.
