Since you do not have a very good academic background, so you might not get approval from the universities abroad. So, firstly give IELTS exam, then see which college accepts your IELTS score and if they can also accept your past academic scores then well and good or else go for low-grade colleges.

Your B.Tech score will create a problem for the admission process. To tackle this, you need to have very good Statement of Purpose and INR. 4-5 Letter of Recommendations. To do Masters in Canada, IELTS is must but some colleges can accept TOEFL too. In Australia, IELTS is mostly accepted in colleges. So, I personally suggest you give IELTS exam. Also, GRE is not mandatory, but it will enhance your application and you might stand out from other students, so there's more chance to get the admission.
