Hi Laxman,
To study Bachelor's degree anywhere in the world, it is very important that you pass 10+2. And yes, of course, the 10th and 10+2 marks matter and they could be the only thing that can matter. But different universities have different requirements. Some universities are more competitive and some are less competitive. Check University of Naples, Scuola Politecnica di Design SPD and also check this:

Having fascination about the automobiles and actually designing them is a cumbersome task to do. But to be honest, if you want to become a good automobile design engineer, you should start studying how the automobile systems works and how you can set all the parameters requires designing an automobile. Just for an instance, I want to design a race car for a famous American track circuit. Hi, you must firstly research and narrow down the universities you want to apply to, every University has different admission requirements, by foreign university it may mean any country so you have to be somewhat specific for a better answer.Tests like GRE, IELTS,TOEFL etc must be taken and depends where you want to apply.
