Your course is not really clear. But, in India we don't really have credit transfer option after 1 st year. You would have to complete the course for it to be valid.

Both are good options. But, analyse your capabilities before deciding what to choose, CA might not be really that easy compared to M.Com. So it would depend on your self confidence.

Yes you can get admission after completing your Bachelors degree. The GMAT is required for admission. While there is no minimum GMAT requirement for graduate study at Stanford, admitted candidates typically perform well.
