It's very hard because you don't have good marks but I would suggest you prepare for any competitive exam like GRE then you definitely can get a good foreign university.

No, you cannot include physical education in best four subjects.
For admission in B.Com at Ramjas College, you need a minimum of 40% marks in 10+2 examination in best four subjects which include one language and three best elective subjects.

No, you cannot do two degrees at the same time in regular or even through distance mode. Because you will not get the benefit of other degree at the time of employment or in higher studies.
