B.Com is a Bachelor's degree. In my opinion, Tally is no way helpful in completing a degree. I think tally software learning is not a part of the syllabus. So, Tally is not at all important in your studies. But If you want to work as an accountant, or as a finance professional, tally knowledge is highly desirable, because many of the business implement Tally ERP 9 as their accounting or business administration software. Nowadays, Tally is a complete payroll software, so you will need it if you want to be an HR professional also.

UPSC conducts civil services exam every year for the posts of IAS, IPS, IRS, etc. For Civil Services exam, you need graduation in a stream with any percentage.
So you can apply for Civil Services Exam after graduation (B.Com) or you can also apply for Civil Services exam while appearing in final year of graduation.
Eligibility Criteria For Civil Services:
>you must have completed or appeared in final year of graduation.
>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit up to 3 years for OBC and 5 years for SC/ST candidates.

You will have to appear for CAT.
Regular Candidates:
- The valid score in the Common Admissions Test (CAT) conducted by the Indian Institutes of Management.
- Graduates (or professional qualification equivalent to that of a university degree recognized by the UGC) in any discipline with first class or 60% marks (55% for SC/ST/PD) earned in their degree from a recognized/reputed university.
- Final year students (of the above-mentioned programme) are also eligible to apply. Such candidates, if selected, will be admitted provisionally, on the condition that they meet all requirements for the qualifying degree before the start of the program

You want to do MBA in retail marketing then you have to give CAT, CMAT and SAT examination and if you clear it with a good percentile of above 75%, you will get the best colleges to pursue MBA. Good luck and thank you!
