You can apply for graduation in B.Com but I would advise you to pursue engineering B.Tech or BE in B.Tech as your background is engineering only.

While IELTS is important, you must also have the minimum academic percentage to be eligible. Whether you want to do Diploma, PG Diploma or Master's degree depends on you.
