No, it is not necessary but their are some exceptions like DU as without maths it is difficult to take admission in B.Com (Hons.) but you may get admission into B.Com programme or in simple B.Com course and this is reversed for BHU as you want to take admission in B.Com (Hons.) then you need to clear the entrance exam irrespective of the of having maths or not.

It's very difficult to get admission at this low score. Generally cut off is around 50% in graduation. You can check with respective Institutes of your interest if they offer seats at below cut-off scores.
