Yes, Government Engineering College, Karwar normally has an admission to its B.E. in Computer Science and Engineering course through lateral entry. The mode ensures that the students holding diploma, in a course related to engineering, can directly enter the second year of the B.E. course, and thus the course from this mode takes 3 years. It is usually at the state level--after clearing lateral entry entrance exams (such as the Diploma Common Entrance Test - DCET in Karnataka) and other eligibility criteria, which normally involve a minimum aggregate percentage in your diploma. At S.N.S College of Technology, the total tuition fee for B.E. in Computer Science and Engineering (CSE) is approximately rupees one Lacs to rupees one Lacs twenty thousand per annum for management quota seats. The fee for government quota may be lower, usually around rupees sixty thousand to rupees seventy thousand per year. With 90 percentile in MHT-CET, it is difficult to get admission in Computer Science and Engineering at Government College of Engineering, Nagpur.

The cutoff for CSE is usually around 94 to 96 percentile for general category.

You may have better chances in other branches like Electrical or Electronics, but not likely for CSE.

No B.E Cyber security course is not available in Kongu Engineering college 

It offers only following courses 

1 B.E in computer Science engineering 

2 B.Tech in artificial intelligence and Data science 

3 B.Tech in Artificial intelligence and machine learning 

4 B.E in electrical and electronics engineering 

5 B.Tech in information technology

As you have scored 80.5 percent which less than the 90 percent so, you may not get the lateral entry admission in Sri ShivaSubramaniam College i.e (SSN college of Engineering) which offers 2nd year to 4 th year course  

As resident of Chennai you apply through TNEA counciling process for lateral entry

The institute offers BE (LE) in Computer Science, Electronics & Communication and Information Science Engineering. The cutoff for General category candidates was between 611 and 1075.
