General category cutoffs in recent years ranged between 85 – 90 for CSE
Since you're above the EWS cutoff but fall below the general—though in a borderline territory—your percentile is promising.

Yes, you can get lateral access into B.E. Mechanical Engineering at Akash Group of Institutions if you have finished a degree in Mechanical or associated discipline.
You need at least 50% marks in degree and should publish your files at some point of admission.

Yes, Government Engineering College, Karwar normally has an admission to its B.E. in Computer Science and Engineering course through lateral entry. The mode ensures that the students holding diploma, in a course related to engineering, can directly enter the second year of the B.E. course, and thus the course from this mode takes 3 years. With 90 percentile in MHT-CET, it is difficult to get admission in Computer Science and Engineering at Government College of Engineering, Nagpur.
The cutoff for CSE is usually around 94 to 96 percentile for general category.
You may have better chances in other branches like Electrical or Electronics, but not likely for CSE.
