Hi! If you want to take admission in B.Sc B.Ed in NEHU, Shillong, you need to take the NCET exam conducted by NTA and apply online via NEHU's portal. Eligibility is 10+2 with 50% if Gen or 45% for sc/st. Just register yourself, pay the fees and wait for the merit list. 

It depends on how UPPSC interprets your B.Com (Hons). If English was your main or Hons. subject during B.Com (which is rare), then you're safe.
