Typical fee structure at the best IPU B.Ed colleges will usually vary between about 1.1 Lacs to 3.1 Lacs of the 2 year course. This is standardly comprised of tuition fee, university fee, examination fee and occasionally a security deposit. There may be minor differences in the specific fees between affiliated colleges and different specialisation of B.Ed courses (e.g. between Generic B.Ed and B.Ed special education). The most accurate and updated fee-wise break up can be sought by students by visiting the individual college websites or GGSIPU official site.

Indeed, you are most likely to be eligible to do B.Ed course in St. Thomas College of Education (which most probably is the same St. Thomas College you are talking about, there are two other St. Thomas Colleges in Delhi/NCR). The B.Ed qualification normally needs a Bachelors degree (your B.Sc. Nursing) with a minimum of 50 percent aggregate marks. Although teaching methodology might require a certain subject in some of the institutions, a B.Sc. Nursing degree would suffice in getting admission into B.Ed, so you can start pursuing your career in that field after graduation.
