Yes, you can try for B.Pharm in Assam University but you have to appear in the entrance test conducted by Assam University. The filling of form is going on for the entrance test. As you have got the eligible percentage for B. Pharm all you need is to give the entrance test and crack it. According to the merit list published after 2 weeks from the entrance you will be able to manage the seat.

You can pursue a Bachelor of Pharmacy (Four Years Duration Course) from Assam University, Silchar (Central University). Admissions for the course has already began.

No, you won't be able to meet the requirements for the admission in B.Pharm as the eligibility for B.Pharmacy is a minimum of 60% in PCB or PCM whichever is applicable.
As your percentage is quite low for admission in B.Pharm, still, you can go for some private colleges that allow students with a low percentage to take admission in their institute.
