Yes, you are free to select a different city for both your study location and IGNOU test location. When completing the IGNOU B.Sc in Food and Nutrition application form, you have the option of choosing an exam center in Srinagar and a study location in Kolkata.
A B.Sc. in Food & Nutrition programme is not offered by IGNOU. They do, however, provide a curriculum leading to a Diploma in Nutrition and Health Education (DNHE). The DNHE programme costs Rs.3,000 in total for the whole course.
