According to what I have understood is that your either results have not been declared or exams not held. No issues, you can apply for provisional admission. That is to say you can show your clear result before the start of the new session of M.Sc.
Every university has its refund policy where for example, you have applied for an NIT, IIT and instead of just waiting, you book a seat in another college by paying a minimum amount. But later if you do not want to take admission there you can cancel your admission and apply for a refund wherein just a little amount of your money.Check for the refund policy and apply for admission in good colleges like SRM, Lady Sri Ram, LPU, etc. LPU would aid you to go for advanced level of research works too.

In Punjab, you will find a lot of colleges that provide B.Sc. Fashion Designing. I would personally recommend you to choose a college that would give you practical exposure as fashion designing is a practical oriented programme and requires you to have a proper understanding about the techniques being used in it. I have done my graduation from PCTE Group of Institutes and the college provided me with hands on experience. During my course I visited the fashion designing department where I saw students indulged in making sketches, their creative hands in the designing fascinated me a lot. I also saw a group of students doing graphic designing where they were being taught professional software like coral draw, photoshop and adobe illustrator. Looking at my keen interest the faculty came up and told me that fashion designing is a very creative and technical course and started telling all other interesting things that the students did like construct garments of all segments, pattern making, draping which includes surface ornamentation techniques as well. Besides this, she told that the students would also present their collection on their big day of annual graduating show. So, think of getting into a college that would just not give you a degree but would make you use your creativity and teach you all the technical skills required to be a brilliant fashion designer at the same time that would also provide you job opportunities once you finish your graduation as mine does.
