Yes, since you have completed B.Sc in biotechnology, you are definitely eligible for M.Sc degree in Geneti Engineering as it is a specialised branch in the same.

The paper is a standard one. It has questions on cell biology, molecular biology, physiology, biostatistics, application based questions on molecular biology and biophysical techniques and some questions on zoology and botany. Do your B.Sc. Syllabus properly and you can follow pathfinder life sciences book for CSIR NET and JAM. Maximum number of questions come from molecular biology, genetics, biochemistry and physiology, so if you are thorough with these, I think you can crack the exam.
